  • 2015 ECCC Integrated Regional Water Plan Update - In this 2015 IRWM Plan Update, further updating the November 2013 IRWM Plan, the ECCC region creates a framework to implement integrated water management projects with multiple benefits to serve the population of the region and protect water and environmental resources for the State. This IRWM Plan Update articulates the challenges the ECCC region faces and defines the water resource management objectives it hopes to accomplish.

  • 2014 Regional Capacity Study This study evaluated ways in which to optimize regional water treatment plant operations and untreated water supply and delivery processes to improve water supply reliability and reduce the cost of water treatment for the project participants in the ECCC region.

  • 2014 Ironhouse Sanitary District Salinity Pollution Prevention Plan This plan analyzes potential sources of salinity loading to ISD's water reclamation facility and recommends actions to reduce salinity loading.

  • California Statewide Groundwater Elevation (CASGEM) Network Plan (Updated 2014) - Senate Bill SBX7-6 mandated that the groundwater elevations in all basins and subbasins in California be regularly and systematically monitored with the goal of demonstrating seasonal and long-term trends in groundwater elevations. In accordance with the mandate, the California Department of Water Resources (DWR) developed the California Statewide Groundwater Elevation Monitoring (CASGEM) program.

  • 2013-2015 Recycled Water Feasibility Studies (DDSD, City of Brentwood, and ISD) - Each study is a long-term planning document that analyzes the feasibility of expanding each entity's recycled water system and recommends specific projects to be implemented. When deemed consistent with Title XVI standards, the projects within each Feasibility Study will be potentially eligible to receive Title XVI funding for implementation.

  • 2013 ECCC Integrated Regional Water Management Plan - The ECCC IRWM members have a long history, extending almost row decades, of cooperation across political and jurisdictional boundaries. In this IRWM Plan Update, the ECCC region creates a framework to implement integrated water management projects with multiple benefits to serve the population of the region and protect water and environmental resources for the State. This IRWM Plan Update articulates the challenges the ECCC region faces and defines the objectives it hopes to accomplish. The framework defined in the IRWM Plan is a living process the region can rely on to meet its current and future water management challenges.

  • 2012 Pittsburg Plain Groundwater Basin Salt and Nutrient Management Program Summary - This document provides an overall summary document regarding salt and nutrient management in the Pittsburg Plain Groundwater Basin and recommends additional actions such as monitoring and development of a Salt and Nutrient Management Plan in accordance with the State of California Recycled Water Policy.

  • 2012 Data Gap Analysis - This study of the Tracy Sub-Basin identified multiple action items that should be taken to fill data gaps and allow the region to determine the safe yield of the portion of the Tracy Sub-basin that is used in the region as a water supply.

  • 2009 ECCC Region Acceptance Process - This document serves as the region's application into the California Department of Water Resources (DWR)'s IRWM Grant Program, which then makes the region eligible to apply for grant funding for planning, implementation, and storm water management.   • 2005 ECCC Functionally Equivalent Integrated Regional Water Management Plan -This document integrates the prior planning efforts of the region into one unified plan, allowing the local and regional agencies to partner collaboratively in solving the region's water resource issues. (14.8 MB)

  • 1996 East County Water Supply Management Study - This document was developed as a long-term, comprehensive regional assessment of water demands and supplies, treatment and delivery options, water supply alternatives, and recommendations and implementation strategies for regional water management.
